So essentially what their saying is this:

When you go to a black market area that sells guns and drugs and is plagued by violence, they also sell pirated CDs sometimes.

Who would have suspected that violent career criminals don't respect copyright?

Let’s be clear here – I don’t think they’re talking about the type of “piracy” that occurs when college students and Digg nerds steal copies of Kanye West. The video seems to be referring to “piracy” as in buying blank CD-Rs in bulk, burning music to them, and selling them for dirt cheap. That’s how piracy can be a “link to other crimes” – a bootleg CD seller can get caught up with drug dealers, gun runners, and other shady characters. Given, it’s still a specious claim, but it makes more sense than “Don’t let junior download — he’ll start huffing meth and murder grandma!”
