I understand to a point if an artist wants to make certain that people do not construe the usage of a song as an endorsement. That said, when did it become required to secure PERMISSION to play a song at an event? Would I be correct in assuming that only one party seems to be held to a permission standard?

Hats off to Hagar as his comments are the right ones in all of this. (did I just say that?)...
